London, November 12. The Victorian Government, in August .last, requested the Imperial War Office to allow Major-General Downcs to draw his pension as a retired army officer while occupying the position of Secretary of Defence in that colony. The reply received at the time, although not definite, practically amounted to a refusal, and Ma or-General Downes therefore resigned his Victorian position. The War Office has now fully considered the matter, and definitely decided to uphold the previous refusal. The Transoceanic Bank of Germany is being formed, with a capital of sixty million marks. Mr Gladstone, in an electioneering speech, stated that the Established Churches of England and Scotland would not be attacked by the Liberals in the next Parliament. Sir Chas. At the time of the capture tho vessel was lying under the shelter of a fort.
