Wellington, July 23,

It is said that a Young New Zealand party has been formed to watch the progress of events. This party, the size of which may be described as commensurate with the prospects of doing any harm, is uuderstood to be distinctly opposed to the East and West Coast Railway proposals. Mr Seddon's Mines Act (1877) Amend- . ment Bill contained seven clauses 1 when it was originally introduced. It went to the Mines and Goldfields Committee, with the result that two clauses, one, the short title, and the other providing for the issue of duplicate certificate where the original has been lost were exercised. This is due to the fact that many ot the provisions of Mr Seddon's bill are contained in that introduced by Mr Larnach. In the House to-night, the Licensing Act Amendment Bill, moved by Steward, was agreed to (second reading), and the remainder of the business was of an uninteresting character.

The political atmosphere is quiet.

It is understood that Major Atkinson will simply oppose the Government tomorrow.
