Air. Loxtou, K-C., for plaintiff? substantially claimed that there ban not been a proper submission of the referendum to the people, who hod not- been properly informed of the details of the Bill for the-reform of the'Legislative Council.
Air. Justice Davidson at one stage inprposed: “Would it not be an adequate submission if the electors were told as they were. ‘You may see a copy of this Bill in such and such a place, or do you argue that every elector must receive a copy of the Bill?’ ”
Air. Loxtou. “I claim uiat more must bo done than was done at this election.'"
