A new clause has been embodied in tho Arbitration Bill, providing that a line not exceeding £IOOO, or imprisonment not exceeding six months, for any person who, whether he belongs to a union or not, participates deliberately in a strike or lock-out, cither before tho dispute could be referred to the Court of Arbitration or during the hearing before the Court, and fixing high monetary penalties for non-observance or broaches of the Court’s orders and awards.
