LORD ROSEBERY ON LIBERALISM

A remarkable letter has been received by the City Liberal Club from Lord Rosebory, who declared that he would never voluntarily re-enter party politics. Tho cleavage of .the party, ho said, was permanent. It was not possible to unite it by phrases. The evolution of the Empire and Imperial feeling, he said, produced irreconcilable divergencies. It was impossible to conduct a party on tho principle of Issaehar. Tho Liberals, ho ndded, would only become a power when their mind was mado up on Imperial questions.
