SALISBURY’S SPEECH.
FEELINGS OF EXULTATION,

Lord Salisbury, speaking at a banquot of Nonconformist Unionists, said ovory patriot should look with feelings of oxultation and gratitude upon tho past two years. Tho Empire was safe, and the cause of peace was more secure now that Great Britain's strength had been so conclusively shown. There was no Powor in tho world but know that if it defied % England’s might it defied one of the most formidable enemies. Ho sarcastically depicted the innocent Boers’ accumulation of vast armaments without intending to * attack. The contest was the outcomo of a long-prepared conspiracy. Ho finally ' emphasised and paraphrased Sir Alfred Milner’s words, “ Never again,” used in reference to Great Britain’s determination to never again permit a rccrudcsceneo of the South African outbreak.
