Engineer’s Reports.
THE EDITOR GISBORNE TIMES. Sir,—The City Council, though within its rights, has acted very injudiciously in forwarding the various ' reports prepared by others to Mr Mostayer, thus putting that gentleman in the false position of a mere reviewer, instead of an original designer. “ Civis,” in his letter re Harbor Reports, is quite correct. Mr Bell’s last report was but a rehash of previous reports which contained nothing original. Yet the Board said that the report was very satisfactory; of course it was just what they wanted and paid' for. They wanted his (Mr Bell’s) endorsement and they got it, and now they feel quite refreshed after his process of whitewashing. A weakling Harbor Board, engineered by the We of the Gladstone road, was wholly responsible for the fact that there is no harbor here,- nor likely to be during the first three decades of the present century.—l am, etc., Yokel.
