CHANGES IN RUGBY LAWS SUGGESTED: NELSON PROPOSALS
(P.A.) . , , NELSON, July 26. A change in the *aws of Rugby football to be recommended by the Nelson Rugby Union is one Effecting a dropout after a team has forced tne bali in defence. The union advocates that the kick be taken from the goal-line instead of from the 25-yard line. This is one of several suggestions to be made by the union in response to an invitation from the New Zealand Union.
Other amendments suggested by the Nelson union are: “That players be restricted frdrn moving past the middle line of the scrum until the side gaining possession has heeled the ball. “That it not be considered a knockon when a player recovers the ball in one-step provided it is not deliberate.
“That the 10-yard (off-side, on ; side) rule be deleted from the rule book. “That replacements be allowed but only after a doctor or ambulance officer has certified that a player is not fit to carry on. In the absence of such officer or doctor, the referee shall make a decision.
“That in the scrummage the ball must first touch the ground beyond the two feet of the nearest, player of each front row and that no feet of players of either front row be advanced until the ball has touched the ground."
