Dr. Bryn Hovde, Director of the New School of Research in New York, speaking at the congress of intellectuals, accused Russia's delegates of irresponsible warmongering. Dr. Hovde said: “The Russians are assuming the probability, if not actual existence, of war between the United States and Russia. Every thoughtful American bitterly resents the Soviet system of excluding Russian people front forming contacts with the outside world.” Dr. Hovde added: "As for Imperialism, the Russians- do not take a back seat to anyone in demanding their own way in the world.” Dr. Hovde proposed an eight-point programme for the promotion of peace by the world's intellectuals which included freedom for human beings to seek to express the truth and rights of personal freedom and self-government. Mr. Alier Kahn, an American delegate, called Ilya Ehrenburg's attack on America an "inspiration.” "Americans do not want a third war to satisfy a group of monopolists,” he said.
