PARIS TALKS PENDING NEW YOFRK, Aug. 7. The social committee of the Economic and Social Council yesterday considered the provisional agenda for the Paris conference on freedom of information. During the discussion M. J. M. Lomakin. Russia, moved for the adop tion of legislation which would bring effective pressure to bear on the owners of information media which spread false and libellous information about ether peoples and States. Mr. Leroy Stincbower, United States, said the Soviet proposal would lead to abuse, such as suppression of the opposition press. The motion was rejected. M. George Boris, France, moved that the conference should study legislative measures and fix responsibility on newspaper owners who spread false and tendentious reports with the object of worsening relations between nations or provoking conflicts and inciting war. The motion was carried. New Zealand abstained from voting.
