RIGID DISCIPLINE
NEW RED ARMY CODE DUTY OF OFFICERS LONDON, Oct. 18. Russia's silence in the diplomatic sphere is not matched by silence in the military sphere. A new disciplinary code for the Red Army gives officers complete authority. Under the code an officer Is not responsible for the consequences in cases where be is compelled to use force of arms in order to enforce obedience and restore discipline. An officer who in such circumstances does not show firmness and does not take the necessary measures will be tried by tribunal. The Soviet Commissar for Defence, Marshal Timoshenko, created the new code, which provides severe penalties for officers who are inefficient. The Red Star, the Red Army organ, recalling Lenin’s maxim, “Without discipline there is no army,” declares: “False democracy in an army is intolerable. The discipline of the Red Army must be stronger, higher, and more, exacting than in other armies, where discipline is based on class subordination.” The journal adds: “The Soviet armies must be kept in constant mobilised preparedness as a result of the tense international situation.”
