The United States Under-Secretarv of State, Mr. Sumner Welles, emphasised that President Roosevelt’s instructions precluded his commenting on his conversations with Signor Mussolini and the Italian Foreign Minister, Count Ciano. lie added that he deeply appreciated Italy’s courtesy and helpful conversations. Mr. Welles expects to revisit Signor Mussolini after conversing with Herr Hitler and the German Foreign Minister, Herr von Ribbentrop. He will reach Berlin on March 1. The German public is not aware of the visit or of the nature of it. This is believed to be due to a desire to prevent false hopes of peace.
