•INCLUSION OF RUSSIA PROPOSED LONDON, March 18. • The retiring Director-General of UNRRA (Mr. H. H. Lehman), addressing the UNRRA Council session, admitted that UNRRA’s operations were imperfect. Nevertheless, he said, 7,000,000 tons of supplies had been shipped and the scale of operations was increasing daily. Also, since September 1 last year approximately 725,000 displaced persons had been repatriated. Mr. Lehman cautioned that in spite of vigorous efforts it was found impossible to keep out of UNRRA’s camp political refugees, many of whom were belived to be collaborators. He declared that it was imperative that the Combined Food Board in New York should be widened immediately to develop quickly a central body for dealing with problems on a truly international basis. Mr. Lehman said in London, yesterday that failure on the part of the Allies to feed the starving millions of Europe and Asia would lead to new wars. He expressed the opinion that the powers of the Food Board should be expanded and that Russia should be represented on it. He also urged economy in food consumption by all producing nations. The Russian delegate to the UNRRA conference criticised UNRRA’s food distribution methods, saying that Spain and Portugal, both neutrals, would receive almost as much fats and oils in 1946 as Belgium. The European Coal Committee had turned down a request from Jugoslavia but had allocated coal to a former enemy country.
