DECISION DESPITE SOVIET WARNING CASE BASED ON TWO POINTS NEW YORK, March 19. Three political issues expected to be placed on the UNO Security Council agenda are:— (1) A charge by France, supported by Russia, that General Franco’s Government of Spain is a threat to international peace and security. (2) A Jugoslavian appeal that Polish troops in Italy threaten Jugoslavia’s security. (3) A Jugoslavian appeal that Albania’s pro-Soviet Government should receive immediate membership of UNO. The New York Times correspondent at Teheran, Mr James Reston, learns that the Persian Government has instructed its Ambassador to appeal to the UNO Security Council against the continued presence of the Russian troops in Northern Persia. The decision has been taken despite the Russian warning that the appeal would be considered “an unfriendly act.” The Soviet Charge d’Affaires at Teheran, according to official American sources, has advised the Prime Minister of Persia, Ghavam Sultaneh, not to appeal. This Russian intervention is regarded in Washington official circles as a violation of the spirit of the United Nations’ Charter. Persia’s protest, ir is believed, makes the following points:— (1) Under the Persian-British treaty of 1942, British and Russian troops were permitted to enter Persia on condition that they did not interfere in the country’s internal affairs, and that they left by March 2, 1946. (2) The Persian Government charges that the Soviet'not only did not leave Persia, but interfered in her internal affairs, particularly in the Azerbaijan Province, where the Russians have prevented Persian troops from taking action against the rebel elements that have sought for independence from the central Persian Government.
