WASHINGTON, July 18.

A long-drawn argument as to whether New York should have a bridge or a tunnel linking the Battery, and Brooklyn has been ended by the Secretary for War (Mr. Woodring), who has forbidden the proposed bridge to cost 80,000,009 dollars, on the ground that it would constitute 4 hazard and block access to the sea. 'if destroyed in wair-time.

Mr. Woodring, also commented that the two existing bridges spanning the East River are potential hazard's and should be replaced with tunnels' when they wear out. One New York faction bitterly opposed the bridge, on the ground' that it would mar the famous Lower Manhattan skyline and injure Battery Park’s beauty. The other faction, including the Mayor'(Mr. F. La Guardia), cqntended that a tunnel would be too costly.
