Vice-Admiral Noble is proceeding io Amoy, aboard H.M.S. Birmingham, to investigate the occupation by the Japanese. The Japanese are endeavouring to secure control of Amoy’s international settlement at Kulangsu. The Consul has requested the chairman of the municipality to increase the Japanese representation, extend voting rights, appoint the Japanese Chief of Police as chief secretary, and to exercise stricter control of the anti-.lapanese elements.
