Churchill ridiculed the suggestion that these duties raised the question of protection or free trade. The duties, he claimed,; were practical measures for raising revenue without injury to industries. The budget consisted of a series of balances. The new silk tax paid for the tax remissions on earned incomes. The execution of the pledges to the Dominions in regard to the imperial preference given would cost £1,400,000 or £1,500,000. This year the McKennh duties would just pay for this. Next year they would pay for these remissions and provide additional millions, which the Government would give to foste.r imperial trade with Britain.
