They, arc almost sure to result in international complications. The Amer.can Government has no right to use firearms within the three-mile limit. In a matter such as this—that is the enforcing of purely domestic sumptuary legislation—the United States has no jurisdiction of the Great Lakes beyond its water boundary line. T intend to call the attention el' the Canadian Government immediately to this new situation.” It is understood the Canadian Government has not been officially advised of any. intention on the part of the United States to establish a rum fleet on the Great Lak-°s. Canadian official circles will closely watch such developments, but doubt, is expressed whether any action will bo taken pending the ratification of a rum-running treaty which has been approved by Canada and the United States.
