WATER RATES.
In moving liis motion las + , night— that in cases where the ratepayer has I paid the whole cost of making he water connection from the main, only half water rate be charged until the cost from the main to the -boundary is wiped out —Cr. Harford said an injustice (had 'been done to some ratepayers in the first case, in charging the full rate after making them pay tho whole cost of the connection. The next best thing was to remedy the mistake now in tho way he suggested. Cr. Saywell seconded the motion pro forma. The Mayor said he did not know how far tho motion went—it might go back over many years in its operation, and it would be necessary to rescind all previous resolutions dealing with the subject. He pointed out that thoso α-atopayers affected would not have got the water if they had not paid the whole cost themselves, as the Council would not ihavo carried the pipes tho lengthy distances ncessary at the expe'nso of tho borough. Cr. Ongley opposed tne motion on the ground that the people wero quite prepared to pay for the privileges, and had the benefit. It would have been bettor to leave the matter alone. Cr. Barry moved that the matter be referred to the Finance Committee. The Mayor, however, said he would have to rule the motion out of order, as it was retrospective. Cr. Harford thereupon withdrew the motion, on the understanding that the Toivui Clerk would prepare a list of those affected, lor future consideration.
