Newspaper criticism is prohibited. Nine of the accused deputies have been arrested, and many have been arrested also at Warsaw. The Council of the Empire has been prorogued until November. The Czar, in a manifesto, dated yesterday, attributes * deadlock partly to the novelty of a Parliament and partly to defects in the electoral law which returns members not truly representative of the needs and desires of the people. It upholds the manifesto of October 30. and other rights conferred by the fundamental laws. It considers the Douma ought to be Russian in spirit inasmuch as it was summoned to strengthen the Russian State, therefore other Nationalists of the Empire ought not and shall not be represented in such numbers as to enable them to be arbiters of purely Russian questions. It adds that the Czar who is sole giver of the electoral law and alone [ able to abrogate it, substitutes ano- » their Senate which he will forthwith promulgate. It continues— "Firstly I am resolved to complete the great work of reformation. I look to my faithful subjects for united vigorous service in the direction indicated, for the country whose sons at all times have been the firm support of its strength, greatness, and glory. St. Petersburg, June 17. The sailors on two Russian warships at Tendra Island plotted to throw their officers overboard and seize the whole squadron under Admiral Tsiwinsky. The officers fustrated their plan, and 60 arrests have been made. It is understood that street fighting in Sevastopol following the Tendra Island mutiny, hastened the dissolution of the Douma. , Colonel Guessekowsky, Deputy Commandant of Sevastopol Harbour, has been assassinated. His murderer has been arrested. (Received June 18th, 7.50 a.m.) St. Petersburg, June 17. The next Douma will consist of 442 members. The class of suffrages will be extended to landowners, «nd the peasants' elctorate will thuß be reduced. The reprecentation of Poland Caucasus, and Siberia, will be reduced to one half, with direct elections.
