Mr Olney has been notified the Nicaragua Canal Company has forfeited its rights and that the Government of the Republic refused to recognise the Company. Senator Morgan is promoting a Bill in the Senate to guarantee the Company one hundred million dollars in three per cent bonds. He blames England for her unfriendly intervention and opposes the Arbitration Treaty. London, January 25. Mr Smalley, the Times American correspondent, states there is a strong party in Congress favorable to Morgan's Bill.
