(Per Press Association.) Constantinople , January 22. The Porte has issued proclamation that Armenian converts are free to turn to their own faith. The Times states the Sultan is dejected owing to the fact the Moslems are supporting European demands, and it is reported he desires the Grand Vizier, Halil Rifaat Pasha, to resign. The Constantinople correspondent of the Standard states despite granting the amnesty by the Porte to the Armenians, martial law prevails through the Empire.
