ABOLITION OF TARIFF BARRIERS

AN AMERICAN PROPOSAL WASHINGTON, April 24. Mr James Byrnes has taken to Pari* a proposal that European countries for five years should abolish all tariff barriers as a means of speeding the Continent's economic recovery and allaying international suspicions, reports the Associated Press. Washington officials describe the proposal as part of an overall plan with which Mr Byrnes hopes to show the way to breaking the deadlock on European peace settlements'. The proposal is reported to provide for the United Nations establishing a European Economic Council at Geneva, which would function under the auspices of the Economic and Social , Council, and would tackle European economio problems on a Continent-wide instead of a national or geographic basis.
