CLAIMS TO BE MADE (IRec. 8 a.m.) LONDON, April 25." Rome radio says that a White Pap?r is being prepared for submission to the Foreign Ministers' conference pleading for the retention of the Italian navy under the- Italian flag. Reuter learns that the Government is sending a memorandum to Britain suggesting that after the peace treaty Italy be allowed to enter the United Nations and establish her own defence forces, subject to limitations imposed by tha special United Nations committee oo which Italy is represented.
