REQUEST FOR HEARING SAN FRANCISCO, April 29. The American Jewish conference and the World Jewish conference are presenting to the United Nations' conference a 10-point security programme asking that the Jewish people be given a hearing. The programme seeks restoration to the Jews in Europe of all rights formerly guaranteed by national legislation and international treaties, the outlawing of anti-Semitism as an instrument' of national and international policy, punishment for crimes by the Axis Powers against Jewish people, reparation by the Axis Powers for damages Jews have suffered, and opening the doors to Palestine for unrestricted Jewish immigration. The establishment of a regional community of Pacific nations will at an early date be. proposed at the conference, probably by Brigadier-general Romulo, says the ' New York Times ' San Francisco correspondent. The community willcover nations bordering on the Pacific, including the United States, some South American countries,Soutfr and South-west Pacific Islands, Australia, and China. Even Japan, after a probationary period, would be fitted into the framework of the United Nations world plan under an economic and social council. The idea is not expected to encounter serious opposition. The United States welcomes the proposal as providing an international liaison linking the Orient and the Occident. There is a clearly recognised need for a concerted plan to replace the Japanese conception of a co-pros-perity sphere Time alone will determine how deeply Oriental consciousness is affected' by Japanese propaganda. The ' New York Times ' recalls that regional commissions, particularly in tlie Pacific, were advocated ill London by Dr H. V. Evatt, who said New Zealand concurred in the idea.
