ARGENTINA AND POLAND

M. MOLOTOV'S FIRM STAND

SAN FRANCISCO, April 29

Russia revived the Polish question, insisting that the Warsaw Government be invited to the San Francisco Conference. M. Molotov agreed to admit Argentina to the conference on condition that Warsaw was also invited. "Britain and America are understood to be firmly opposed to Warsaw's admittance.

The Press Association correspondent says the United States view is that the Polish and Argentine problems are not connected and if the majority of the United Nations wish to invite Argentina they may do so without Soviet approval. The Polish issue came up last night when Mr Stettinius, M. Molotov, Mr Eden, and Dr Soong met to prepare for the next conference session. Argentina's admittance, which is expected to be proposed to the " Steering " Committee by Chile or Brazil, was mentioned, whereupon M. Molctov is understood to have replied flatly, " You can have Argentina if we get Poland." The Soviet contends that Poland suffered and fought during the war on the side of the United Nations, while Argentina favoured and actually co-operated with the Axis, i Russia, however, also expressed understanding of the problems of the Western Hemisphere solidarity and was willing to permit Argentina to come to San Francisco —provided the Poles also come.

At a meeting of the " Steering" Committee on Friday, after a resolution of sympathy and admiration for Poland had been passed, M. Molotov voiced a reservation, claiming the right again to raise the question of the Warsaw Government's admittance, but he was drowned out by a chorus of " Noes." Another rejection of an invitation to Poland appears to be inevitable, with the majority of the delegations lined up solidly behind Britain and America.

The United Press says Mr Eden', Mr Stettinius and M. Molotov discussed Argentina during the week-end with the Foreign Ministers of the three leading Latin-American countries— Senor 'Radilla (Mexico). Senor Pedro Vellosa (Brazil), and Joaquin Fernandez (Chile), whose countries are leading the South American drive to bring in Argentina.

Before the executive of the committee takes up the Argentine issue tomorrow, it is expected to rule on the ißussian demand that White Russia and the Ukraine be immediately seated at the conference. There is no opposition to the Russian proposal as far as can be determined, but it is understood that M. Molotov desires a settlement of the issues before the conference's committees are appointed, to assure the two Soviet Republics seats on the. various committees. The procedure for admitting Argentina is expected to take more time. The first requisite may well be the establishment of diplomatic relations between the Soviet and Argentina. The second would be Argentina's adherence to the; United Nations' declaration.

The spokesman for the, Arab countries, comprising Saudi Arabia, Egypt, Iran, Syria, and the-Lebanon. disclosed that they had agreed unitedly to demand the enlargement of the Security Council to 14 members, instead of 11.

Another of the conference problems is the question of fitting regional security organisations into the world peace structure. The Pan-American republics wish provision made for their union. Some want it to have the right to use force without going to any general security council for approval. The Philippines desires to establish a regional organisation for countries bordering on the. Pacific. Several of the West European nations are discussing a western organisation, and the Arab countries already have a working agreement Nevertheless, some of the countries are showing hesitancy about attempting to intrude on the regional issue. They think Russia might want to suggest that her treaty with Czechoslovakia is a regional arrangement.
