LABOUR LOSES A SEAT [Per United Press Association.! CHRISTCHURCH, February 18. Labour Togf one seat in the by-elec-tion to-day for two seats on the Christchurch Drainage Board. The byelection was .held, to fill the vacancies caused by the retirement of Messrs T. H. Butterfield and G. H. Winter, who had Ipst their residential qualifications. The voting was:— —Heathcote District.— Miss M. Howard (Labour). SSO rotes. W. S. Grigg, 404 votes. —Central, South-west District.— G. H. S. Hamilton, 175 votes. S. M. Clinch (Labour), 91 votes Miss Howard is a daughter of Mr ii. J. Howard, M.P., and is the first woman to be elected to the board.
