IB COSGBAVE’S MEASURES CHECKS TO REPUBLICANS Press Association—By Telegraph—Copyright. LONDON, July 20. Mr Cosgravo is introducing a Bill in the Dail to provide for Mr O’Higgins’s widow and orphans. Tho Government. is also asking tho Dail for exceptional powers to deal with any emergency- arising from the murder of Mr O’Higgins. Three important measures have been introduced. The first, gives the Government power to create special tribunals to deal-with cases of assassination and attempts to overthrow the State. It is possible that trial by jury may be abolished, and that prisoners may be tried in a mixed court composed of judges and representatives of the military. Another measure is designed to prevent deputies who have not taken the oath or their seats from presenting petitions calling on the Government to. initiate 'legislation. This would stop* the DeValera party petition calling for a referendum regarding ,tho abolition of tho oath. The Bill makes it compulsory for candidates for the Dail and the Senate to make a declaration to observe the Constitution.
The third Bil gives a time limit for elected deputies and senators to take the oath and their seats. This will result in the seats of the Do Valeraites being declared vacant unless they are prepared to take the oath and enter the Dail. THE NEW COINAGE. DUBLIN, July 20. The Free State Government has approved the designs of the new coinage depicting Irish industries. They include a horse on tho half crown, a salmon on tho florin, a bull on the shilling, a hen and chickens on the penny, and a pig and litter on tho halfpenny.
