(Received August 20, at 9.55 a.m.) The Budget battle between the Director (Mr Lord) and tho Navy Department is so strenuous that Mr G. D. Wilbur (Secretary of the Navy) has decided personally to proceed to Swampscott to make an appeal to Mr Coolidgo for larger appropriations. It is understood that he will go tins week. Mr Wilbur has just returned from an inspection cruise of tho Pacific Coast, and has gathered unanimously adverse views from naval men regarding the proposed cut in tho appropriations.

It is understood that Mr IVilbur will not only object to the reductions, but urge the necessity of specific increases, including more money for the personnel (bringing the man power to 85,000) and for six new cruisers; also increased expenditure on the Pacific Coast nava! bases and at Hawaii.—-A. and N.Z.
