The text of tho French reply to Germany with regard to the Security Pact will bo communicated to the Belgian, Italian, and Japanese Governments. It will then bo sent to the German Government, after which it will bo published, possibly next week. It is understood that tho Note is distinctly conciliatory, and suggests a conference, to include Germany. M. Briand went to Paris this morning, in excellent spirits, obviously delighted with the result of his visit. PATHS, August, 13. (Received August 14, at 11.15 a.m.) , The newspapers generally comment soberly on the London conversations. The ‘ Petit Parisicn ’ is impressed by the rapidity of the disappearance of the difficulties. ‘Lo Journal’ says that France jeaously maintains tho right of helping her cast-Fiiiropcan allies in tho event of their being tho victims of unprovoked German aggression, but sho does not refuse to await the decision of the League of Nations if aggression is only threatened. ‘ Ganlois ’ says that Germany cannot now count on a serious disagreement between Paris and London. Tho ‘ Echo de Paris ’ states that Mr Chamberlain, during the last few weeks, has been able to judge of tho unpopularity of the idea of a pact in Britain and the dominions, and realised that bo had gone too far in his promises to France. M. Briand could therefore bo convinced that the Guarantee Pact offered by Britain might bo called a “ non-guarantee pact.” ‘ Loenvre 1 says: "The Entente is now more than cordial. It is real.” ‘Eclair’ says: ‘‘Anglo-American finance is endeavoring to dominate Europe. France will be asked to make sacrifices as regards_ her security, because the international financiers have so decided.”—Reuter.
