Tho State Department has been for some time studying the situation, especially as it affects smuggling from the Bahamas, Canada, and England. Tho questions of territorial waters and tho three-mile limit have received consideration. It was determined that even if smuggling operations occur outside the three-mile limit, it is a conspiracy to violate tho United States laws, and that a friendly nation would not countenance snob action by its nationals.—A. and'N.Z.
