Optimists hope that the conference may yet receive a new lease of life. The Russians openly sav that they prefer to deal with private inciividuuals rather than with Governments. (Moreover, they do not want all the bridges cut between Russia and the rest of Europe, eo they are studying the problem of private property with a view to finding a way from the impasse.— A. and N.Z.
