SOUTHERN FACTIONS. Press Association—By Telegraph—Copyright. PEKING, July 13. The Governor of Ohe-kiang Province dismissed the Government telegraph and telephone operators and ordered them to depart from the province. He informed the Peking authorities that the provincial officials would operate these utilities hereafter and use the funds for their own expenses. It is rumored also that the provinces of Fu-kiang and Kwan-tung have been invited to join Ohe-kiang in an autonomous Government, headed by Dr Sun Yat Sen. —A. and N.Z. Gable. FIRING ON AMERICAN FLAG. CANTON, July 14. (Received July 15, at 9140 a.m.) Yip-Rue's troops, who are opposing Sun Yat Sen, fired on two barges which were flying the American flag. They fired 100 shot. The boats were not damaged.— A. and N.Z. Cable.
