The Irish Unionists have issued a manifesto in which they state that- they will never submit to Home Rule in any form. Speaking at Dublin, Mr Tim Healy, K.C., M.P., said that whatever form of Irish grrvernnaart was established they should have such financial arrangements as would enable tho country to support itself. He would have no difficulty in approaching any compromise if their financial operations were left intact. WHAT THE EMPIRE DOES AND DOES NOT WANT. LONDON, November 4. (Received November 5, at 8.15 a.m.) Lord Hugh Cecil, in a letter to 'The Times,' in answer to criticisms on his former communications, says thai Irish Homo Rale would be as out of place in Imperial Federation as sew ago in milk. The Empire at present does not want, and would not tolerate, an Imperial Parliament, and it would certainly not accept laws and imposts enacted in London. It was not a Parliament, but a Council of the Empire that was needed, with only consultative powers to deal with the defence of the Empire, and ultimately with other Imperial problems. CANADLAN OPINION. LONDON, November 4. (Received November 5, at 9.23 a,m.) Commenting on Mr T. I*. O'Connor's arguments for the Federal Union of the Empire rather tliau for absolute self-govern-ment, culminating in tho jwlitical independence of Ireland, 'The Times's' Toronto correspondent says that it is freely asserted that Earl Grey (Governor-General) and Sir W r . Laurier favor a reorgaaisatiou| of the I Empire after the federal pattern.
