In the course of a letter to ' The Times' Admiral Mahan sa\s that the right of maritime capture is vbe principal, if not the only, strong weapon of offence which Great Britain possesses against the Continent. He adds that to bring the. pressure of war to bear -upon tho whole population, and net merely upon the armies jn the fieW, is the very spirit of modern warfare. It is the least inhuman in all tho inevitable iithumaiiities of war, because it deters war and hastens peace.
