Replying to a deputation, the Minister of Home Affairs (Mr O’Malley) said he had discovered Ministerial responsibility to be a fiction. The departmental heads were tied down by a thousand-year-old system, but when he obtained his freedom he would do what he could for the deputation. All future Federal Government contracts will contain a clause giving preference to unionists. This is the result of pressure by the unions on thef Caucus. The Government take the view that as they represent primarily members of the trade unions they must give their own supporters the first claim on Government employment.
