THE BIGHT TO STRIKE. Press Association—By Telegraph—Copyright LISBON, October 31. (Received November 1, at 10.10 a.m.) The Government have sanctioned a decree authorising the right of workers to strike, establishing the principle of arbitration in industrial disputes, and appointing a Labor-Conciliation Committee. Senhor Franco (the ex-Prerhier), who was arrested on a charge of arbitrary exercise of dictatorial powers during his administration, has been allowed bail in the sum of £40,000.
