Lord Stanley, speaking at West Houghton, declared that for a decade hence there ■would be no reform in the army not dating back to the time Mr Brodrick held the reins of the War Office.

Sir F. W. Borden, Minister of Militia, at a banquet at Montreal, declared that the money the Canadians devoted to defence should be controlled by them, and not handed to anybody, -whether the War Office or the Admiralty. Ability to defend their own territory was Canada's best contribution to the Empire's safety and integrity.
