The grading principle of tie Aastro-Ros-sian Note presented to the Porte is surveillance in all branches of the Macedonian Administration for two years by Austrian and Russian assessors, aided by the assistant secretaries and interpreters attached thereto. Hihni Pasha's Administration is to control the provincial authorities, and make tonrs of inspection throughout the provinces. The Note also provides for the establishment of communal atttonomy and a rectification of tie boundaries of tie present communes, with a view to the creation of spheres more homogeneous in matters of nationality and religion.
