(Received September 17, at 10.5 a.m.) The 'Telegraph' says that Mr Seddon's decision not to proceed further with Labor legislation is one. of the most significant events in colonial political history. Probably applying the brake happens none too soon for the community to weigh and test the reforming and experimental legislation of which New Zealand has had such an abundance, and the public capacity for the assimilation of which is much more limited than some politicians perceive. New Zealand has gone full speed ahead so long in this respect that it may well slow down. There are purely political reasons for tiis course too.
