LONDON, October 23.

Couut Tolstoi, in a letter to ' The Times,' charges the Russian Government with the persecution of certain religious sects whioh have been officially characterised as fanatical. He declares they have sent over 20,000 spiritual combatants to the Caucasus as exiles, besides exiling 450 families and imprisoning hundreds of women for adhering to their faith ; also, that these women have been violated. The only excuse given is that they are religious fanatics, and had therefore lost all civil rights.
