ROME NOT TO BE OPEN CITY
NEW YORK, July ~2. Rome will not be declared an open city, according to an unsigned editorial in "Popolo d'ltalia" attributed to Signor Mussolini, says ? the Berne correspondent of the "New York Times." The editorial said: "Negotiations towards tliis end have completely broken down. The would-be negotiators in London are seekuig alibis, for the forthcoming aerial e.ttack on Rome before it could be' declared an open city. Rome would have to be abandoned by three-quarters of the population and four-fifths denuded. Even if this were done, the (meixiy would still find some pretext for bombing the city. There are some humiliations nobody can accept."
