NEW COUNCIL PLAN
INCLUSION OF A GERMAN

SHANGHAI, April 1
For the first time since 1914, active German participation in the government of the International Settlement for a limited period is possible, as the result of a plan drafted by the United States, British, and Japanese Consulate representatives. Under this plan the council would be enlarged to comprise four Chinese, three British, three American, three Japanese, one German, and two councillors of other nationality, instead of the present representation of five Chinese, five British, two American, and two Japanese. The proposal will require the consent of the Chungking Government and all the Treaty Powers.
