CHICAGO, July 17

The Resolutions Committee of the Democratic Convention has completed a strong anti-war and pro-New Deal platform which will be presented to the Convention tonight.

It includes a pledge to aid in resisting aggression, but limits aid to the provisions of the laws of the United- States. It also pledges the United States not to send armed forces outside the Western Hemisphere. ■ The completion of the platform was delayed owing to Senator Pepper's insistence that a strong plank should be included pledging all material aid for Britain short of war.
