The "Daily Telegraph" says that the tension has relaxed slightly as-a result of reports from Kaunas that Lithuania is prepared to make concessions to the Memel Germans in order to avoid an explosion. It "is reliably statM that far-reach-ing -modifications are contemplated in the State protection law, which is opposed on the ground that it perpetuates a different form of martial law which has been enforced for twelve years,
There is also talk of a non-aggres-sion pact between Poland and Lithuania. - /
The annexation of Austria and the Sudetenland has deeply stirred the Memel Germans, who feel that their turn should be next. There is continual danger that hot-heads may stir up an incident resulting in the killing of Germans, leading to intervention by Germany. It is believed that Germany at present is attempting to apply the. brake on Lithuania. Scenting danger, it seems, she is preparing a policy of friendship.
