LONDON, June 16,

One of the most significant developments in the international situation for a considerable lime is Britain's invitation to the German Foreign Minister, Baron yon Neurath, to visit London. The fact that the invitation occurs almost simultaneously with Mr. Neville Chamberlain's assumption of the Prime Minislcrship is of considerable significance, especially as a growing tendency is evident within the Cabinet towards better relations between Britain and Germany. Though the Foreign Office says that no negotiations are occurring, and continues to regard the situation frigidly, considering that there is no more chance of a Western European pact now than heretofore, Britain's policy is to seek a Western Pact as a prelude to a general European settlement. Inevitably this will be the outstanding problem to be discussed.
