CITY LOAN PROPOSALS

(To the Editor.)

Sir,—"Wellingtonian" says: "Some will say the rentpayer can leave his rented house and his responsibility ends. This is not so." I maintain with emphasis' that it certainly is so. It is futile to talk about "getting another house" and still being "responsible for rqnt with which the landlord pays the rates." Why, Sir, what has invariably happened when irresponsible rentpayers (through their elected representatives) have "over-run the constable" by reckless expenditure—is not that the rentpayer gets another house in the same borough' or city. No, Sir, the irresponsible rentpayer goes to another borough or city, and the poor landlord has to carry the burden of debt, whilst the rentpayer is probably carrying on the same ruinous tactics in his new, location. —I am, etc., ANOTHER WELLINGTONIAN.
