Paying a tribute to women's work in the Civil Service, the Prime Minister, Mr. Stanley Baldwin, at a meeting in connection with the education of women, said: "Secret information often leaks out, as -we politicians know to our cost. I have never known of a leak of information through women, but I have known of cases of leakages through men who ought to have known better."
