INDIAN PROVINCES

THE NEW CONSTITUTION

STEADY PROGRESS TOWARDS

ESTABLISHMENT

(British Official Wireless.) (Received April 1, 9 a.m.)

RUGBY, March 31,

The House of Commons discussed tonight draft Orders in Council under the Government of India Act which

the Under-Secretary for India (Mr. R. A. Butler) said marked a further stage in. the steady progress which was being made towards the establishment of the new Constitution in the provinces of India. He forecast that if the progress continued at the rate he hoped the new provincial Legislatures would be able to start work and provincial autonomy would commence at a date which he put approximately at the spring of 1937.. The Opposition, while welcoming the drafts as part of the procedure leading to the inauguration of the new Constitution, offered criticism in details.

After some discussion of the first draft order relating to the qualification of voters and candidates in provincial elections, the debate was adjourned.
