The "Sun-Herald" agency learns that Mr. Stanley Baldwin has virtually decided to appoint Mr. Malcolm Mac Donald to the Dominions Office and Mr. J. H. Thomas to the Colonial Office, and that the exchange of offices will occur almost immediately, Mr. Thomas dealing w&h Dominions Office business in the House of Commons pending a by-election for the return of Mr. Malcolm MacDonald.
